The citizens' entitlement
1. Every citizen of the Union who has attained the age of 18 years shall hold an entitlement under this Regulation.
2. The entitlement shall arise by operation of law. It shall not be subject to any condition relating to income, wealth, employment, contribution history or any other personal circumstance, nor to any application, save registration for payment purposes with a national vehicle.
3. All entitlements shall be equal. No act of the Union or of a Member State shall differentiate between holders in the amount distributed per holder in respect of the same period.
4. The entitlement shall comprise:
(a) the right to an equal share of every distribution declared by the Reserve in respect of a period during which the holder was living and met the condition in paragraph 1; and
(b) the right to have undistributed amounts standing to the holder's account with a national vehicle treated as the holder's property, which shall be inheritable in accordance with the law applicable to succession.
5. The entitlement referred to in paragraph 4(a) shall be personal to the holder. It shall be incapable of assignment, pledge, attachment or seizure, and it shall not be capable of surrender or redemption against payment.
6. The Reserve shall declare a distribution at least once in each calendar year in which the realised income of the Reserve, after operating costs and the retention determined pursuant to Article 8, permits a distribution greater than zero. Distributions shall be paid through national vehicles into the individual account of each holder.
